1 Integrate a diagnosis on the socio-environmental problems of the watershed that impact water management.
2 Identify consensus on the high-priority issues in the watershed and the causes and effects that produce them.
3 Establish a set of strategies, objectives, goals, and general actions for each identified high-priority issue.
4 Identify, propose and prioritize specific projects based on the resulting general actions that accomplish the general goals.
5 Establish a catalog of indicators as a tool for verification, evaluation, and follow-up on the process.
